At the invitation for participation at the session of the Council for coordination and monitoring of the Open Government Partnership Process 2024–2026, the activities undertaken by the working group at the Ministry of energy, mining and mineral resources were presented regarding the progress and implementation of the Commitment 1.3-Public announcement of concluded concession agreements and for establishing public-private partnership agreements, within the framework of the Open Government initiative.
The Ministry of energy, mining and mineral resources (MERMS) is the coordinator of the Commitment 1.3-Public announcement of the concluded concession agreements and for establishing public-private partnerships, as well as participant in the Commitment 1.2 – Public announcement of the real owners of companies that have concluded contracts with the state, within the frameworks of the National Open Government Partnership Action Plan 2024–2026.
A working group is established within the Ministry, aimed at improving the method of publishing of all concluded concession agreements, agreements for detailed geological exploration and agreements for public-private partnership, according to applicable legal regulations.
Significant progress has been achieved through the upgrade of the Electronic public procurement system (ESPP) by the Public Procurement Bureau, which enabled the public disclosure of concluded agreements for public-private partnership.
MERMS has a Register of awarded agreements for public-private partnership and concessions, which has been published at the webpage of the Ministry following changes in competences and relevant regulations. The Register currently contains 67 agreements, and till now 8 agreements have been announced through the EPPS.
After coordination meetings have been held, MERMS sent circular letter to all municipalities, ZELS, the City of Skopje and the competent authorities, pointing out the legal obligation to publish the agreements and to submit data for the register.
Despite the fact that the legislative solutions are still in procedure, the working group continuously works on the implementation of Commitment 1.3.
