The Ministry of energy, mining and mineral resources informs the public that the Rulebook on the format, content and methodology for preparing the municipal energy plan has been published in the „Official Gazette of the Republic of North Macedonia“.
With this Rulebook, for the first time, a clear, structured and controlled system is established for planning energy investments at the local and national level, ending the ad-hoc approach and introducing order, predictability and balanced development of the country’s energy capacities.
Key innovations in the system:
· Investors planning to develop energy facilities with a capacity of up to 1 MW must submit their initiatives directly to the municipalities whereas they intend to invest, no later than April 1st;
· Based on initiatives received, their own needs and spatial possibilities, municipalities prepare a Municipal energy plan and an investment proposal;
· Prepared plans must be submitted by the municipalities to the Ministry no later than May 15th;
· The Ministry, considering the overall situation and the need for balanced development, prepares an annual investment plan;
· Municipal energy plans must be published on municipal websites no later than July 1st, ensuring full transparency of the process.
With this new methodology, municipalities become a key filter and partner in the planning process, enabling investments to be aligned with the real needs of the citizens, infrastructure capacities and the local development.
In parallel, the Ministry ensures strategic coordination and balanced concern of capacities at the national level, preventing excessive concentration of projects in certain regions and enabling sustainable and equitable energy development.
The aim of the Rulebook is to assist municipalities at every step of the process–from initiative to final plan–through clearly defined guidelines, structure and methodology for creation of municipal energy plans.
In this regard, the Ministry has submitted the Rulebook to ZELS, which will distribute it to all municipalities in the country.
The Ministry of energy, mining and mineral resources remains available to all municipalities for additional information, expert support and clarifications regarding the application of the Rulebook, ensuring that the process of preparing and implementing municipal energy plans proceeds smoothly and efficiently.
