3. Key reasons for the increase

These results are a direct consequence of the Ministry’s dedicated activities to improving collection and strengthening control over concessionaires’ obligations, including:

  • Intensified inspection controls and field checks.
  • Sending written notices and misdemeanor proceedings for delays in fulfilling obligations.
  • Unilateral termination of 46 contracts with concessionaires who failed to meet legal obligations (non-payment, environmental violations, unauthorized field expansion, transfer of concessions contrary to the law).
  • Entry into force of the new Tariff Schedule as of January 1st, 2025, which increased concession fees by up to 100%.
  • Improved coordination between the Ministry and the municipalities.

4. Effects on the state and the municipalities

The increased collection directly contributes to higher budgets for municipalities where concessionaires operate, as well as for the state budget.

The increased collection enables:

  • Significantly increased municipal budgets in areas where concessionaires operate.
  • Investments in communal infrastructure.
  • Support for energy transition and renewable energy projects.
  • Greater funds for protection of the environment.

The Ministry of energy, mining and mineral resources remains committed to introducing the highest standards for transparent and fair management of natural resources. These results are proof of our determination to strengthen economic benefits of mineral resource exploitation, while ensuring sustainable development and support of local communities.

Ministry of energy, mining and mineral resources
