The Ministry of energy, mining and mineral resources informs the public that the Government of the Republic of North Macedonia, based on Article 10 paragraph (4) of the Energy Law (“Official Gazette of the Republic of North Macedonia” No. 101/25 and 135/25), has adopted the Program for the protection of vulnerable energy consumers for 2025 aimed at improving energy protection and support for citizens facing social and health challenges.
This Program provides 42,3 million denars from the state budget, intended for direct financial support for the most vulnerable categories of citizens.
The Program aims to provide affordable and reliable energy for those who need it most. The funds are intended for direct financial support for households living in energy poverty, with a particular focus on people with disabilities and those using guaranteed minimum assistance.
Beneficiaries of this program are households that receive a cash allowance to cover part of the costs for energy consumption, as well as households whereas people with severe or profound intellectual disabilities, severe physical disabilities, completely blind or completely deaf people live. For this second category, the Program provides a monthly support of 1,000 denars, which will be directly deducted from the invoices for consumed electricity, starting from the month of submitting the application, for a period of 12 months. The financial support will be granted according to the principle of the lowest income, until the funds are exhausted, as follows:
-2,3 million denars of the total funds will be allocated to households whereas a person/persons with severe or profound intellectual disability live/s,
- 19 million denars of the total funds will be allocated to households whereas a person/persons with the most severe physical disability live/s,
- 9 million denars of the total funds will be allocated to households whereas a completely blind person lives and
- 12 million denars of the total funds will be allocated to households whereas a completely deaf person lives.
Interested citizens will be able to apply through a public announcement that will be published on the website of the Ministry of energy (www.energy.gov.mk) and in two daily newspapers. The announcement will have a deadline for application of 30 days. The application form will be available online, as well as in the Ministry's archive and applicants will need to submit documents proving that they meet the requirements for financial support.
The allocation of funds will be carried out in accordance with the specific needs of the target groups: 2,3 million denars are intended for households with persons with severe intellectual disabilities, 19 million denars for households with the most severe physical disabilities, 9 million denars for households with a completely blind person and 12 million denars for those with a completely deaf person.
The selection procedure will be carried out by four committees composed of employees of the Ministry, divided according to the type of disability of the person in the household. The committees will review the received applications and determine which candidates meet the requirements. The list of beneficiaries who will receive financial support will be publicly announced.
The program also provides for additional measures to facilitate energy access, including exemption from reconnection costs, priority in removing defects and measures against disconnection due to unpaid bills in the winter period. This guarantees that no household facing a social or health risk will be left without basic energy support.

The Ministry appeals to all those who meet the conditions to inform themselves in a timely manner and apply within the due date.
