In accordance with Article 8, paragraph 3, item 1 of the Rulebook amending the Rulebook on unilateral approval, the certificate of compliance with technical requirements which is part of the documentation required in the procedure for unilateral approval of a vehicle whose type has not been approved in accordance with the harmonized EU type-approval regulations, nor has a type-approval been issued in the Republic of North Macedonia, but for which the requirements under the provisions of the Law on vehicles and the regulations adopted on its basis have been fulfilled (Article 2, paragraph 1 of the Rulebook on unilateral vehicle approval) is issued by:
- the vehicle manufacturer;
- the manufacturer’s representative in the Republic of North Macedonia or
- an independent institution accepted by the Ministry of energy, mining and mineral resources, listed in the Agreement concerning the adoption of unified technical regulations for wheeled vehicles, equipment and the parts that can be installed and/or used for wheeled vehicles, equipment and parts that can be fitted and/or used on wheeled vehicles, as well as the conditions for reciprocal recognition of approvals issued on the basis of these regulations (Agreement dated 1958).
