The minister of energy, mining and mineral resources, Sanja Bozhinovska held a working meeting today with Mélanie Malinvaud, representative of the French Development Agency (AFD), regarding the realization of the Plan for reconstruction of public buildings – one of the key pillars of the state’s Reform agenda.
The focus of the meeting was placed on the implementation of the Plan for reconstruction of the buildings being used by the public sector institutions at the national level for the period 2025–2028–strategic document that sets out a clear, three-year framework for the most extensive and systematic energy renovation of public facilities in the country to date.
This Plan has already been adopted by the Government following a comprehensive process of alignment with 33 institutions, confirming its institutional weight and strategic importance for the modernization of the public sector.
As the lead institution for this strategic reform, the Ministry of energy, mining and mineral resources is working intensively to secure financial resources for the fulfillment of obligations arising from the Reform Agenda, as well as from existing legal obligations. In accordance with the legal framework, each year, at least 3% of total usable floor area of public buildings are planned to be reconstructed, with energy efficiency measures being a mandatory and integral part of every reconstruction.
It was emphasized at the meeting that a so-called scoping study (a study for defining scope) is currently being prepared, which will determine in detail the parameters for rehabilitation and renovation of the buildings, as well as clear criteria for prioritizing the facilities that will first enter the reconstruction process.
With this, the country is making a major step forward towards reducing energy consumption, lowering public sector costs, improving working conditions in institutions and significantly reducing harmful gas emissions, in line with European climate policies.
This reform represents a concrete step towards a greener, more economical and more sustainable public administration–with direct benefits for citizens and for the state budget.
