Bozhinovska: $85 Million Available for Just Transition – Investments Estimated at €3 Billion

Under the chairmanship of the Minister of Energy, Mining and Mineral Resources, Sanja Bozhinovska, a meeting of the Council for Just Transition was held, where key points from the reform agenda and the Just Transition Plan for 2025 were reviewed and adopted. This Council, composed of representatives from institutions, companies, working groups, and local communities, plays a central role in managing and coordinating the just transition process in North Macedonia.

 

During the meeting, several significant points were discussed:

  • Approval of the Just Transition Annual Implementation Plan 2025 – The plan covers key activities, projects, and interventions to be implemented in 2025, as well as the governance structure and resources required for successful realization.

  • Governance structure for the just transition – Proposals were presented to build institutional and corporate capacities, with a particular focus on ensuring coordinated and effective implementation.

  • Report on implemented activities and next steps – Council members were informed about activities already carried out and the obligations that need to be completed by the end of the month, including the submission of the approved plan to the European Union.

 

Working groups on renewable energy and storage, economic transition, training and requalification have already reviewed the plan and provided their comments and suggestions, which have been included in the final version. The meeting also included representatives from the Bitola and Kičevo regions, who emphasized the need for concrete measures to assist local communities during the transition process.

 

The Council confirmed the Annual Implementation Plan for 2025, and its submission by the end of the month will represent a significant step forward in the reform agenda and the country’s Growth Plan.

 

Minister Bozhinovska emphasized that the plan enables access to $85 million in grants and concessional funding, while total investments required for implementing the process are estimated at €3 billion. It is expected that €2 billion will be mobilized through private investments, primarily in the renewable energy sector, supported by development banks and budget funds.

 

“The just transition is a key process for ensuring a low-carbon economy, while protecting the livelihoods of workers and communities. Through inclusive and social dialogue with workers, trade unions, employers, and communities, we will create measures to mitigate negative effects, protect vulnerable households from energy poverty, and support new businesses and jobs,” said Minister Bozhinovska.

 

The Council for Just Transition meets once a month to accelerate the pace of the process and regularly monitor progress.

 

The Ministry of Energy, Mining and Mineral Resources remains committed to transparent and responsible management of this process, ensuring fairness and inclusiveness for all stakeholders.
