National Energy and Climate Plan 2025–2030 adopted– 61 measures to drive strong growth of renewable energy and European standards in the energy sector

The Government has adopted the Integrated National Energy and Climate Plan 2025–2030 – a strategic document which sets the state on a clear path toward energy transformation, sustainable development and full alignment with European policies.

The Plan, created upon the proposal of the Ministry of energy, mining and mineral resources, represents a key instrument for modernizing the energy sector and fulfilling obligations arising from the Energy community and European regulations.

With a total of 61 concrete measures, the Plan includes:

· 26 measures for decarbonization,

· 20 for energy efficiency,

· 3 for energy security,

· 11 for the internal energy market and

· 1 for research, innovation and competitiveness.

The focus is clear-reducing greenhouse gas emissions, increasing the share of renewable energy sources and significantly improving energy efficiency.

In the coming period, the state will undertake concrete steps toward: increased investments in solar, wind and hydropower, introducing a carbon pricing system in line with European standards, development of energy storage and modern energy infrastructure and the gradual phase-out of coal as an energy source.

At the same time, energy security is being strengthened through diversification of supply sources, regional cooperation and new interconnections, as well as further liberalization and integration of the electricity market.

The Plan is the result of a broad and transparent process involving institutions, experts, the academic community, the private sector, and international partners. Its preparation incorporates the recommendations of the Energy Community Secretariat as well as the latest European policies.

A Strategic Environmental Impact Assessment was also conducted for the document, analyzing effects on air, water, soil, biodiversity, climate change, and public health. The

report was approved by the competent institutions following public hearings and consultations, including with neighboring countries.

The implementation of the Plan is expected to significantly improve environmental quality, enhance energy stability and independence, trigger a new investment cycle in the energy sector, accelerate the green transition and support economic development.

This document is a clear vision for the country’s energy future, whereas sustainability, innovation and European standards become a reality.
