Improving transparency in the process of awarding concessions and public-private partnerships

The Ministry of energy, mining and mineral resources remains firmly committed to increasing transparency and accountability in the management of public resources. Guided by the commitments of the Open Government Partnership (OGP) Action Plan, we are actively working to create a system according to which all relevant documentation will be publicly available to citizens and the business community.

The focus is on the implementation of the following commitments:

· 1.2: Public announcement of the true owners of companies that have concluded contracts with the state;

· 1.3: Public announcement of the concluded concession agreements and the establishment of public-private partnerships.

As the coordinator of commitment 1.3, the Ministry has already established a working group of expert officials, with a task to create a sustainable mechanism for transparent announcing of all concession agreements for the exploitation of mineral resources, as well as agreements for detailed geological exploration.

On September 22, 2025, a working meeting was held at the premises of the Ministry with representatives from the Ministry of public administration, the Public Procurement Bureau and the Center for civil communications. The current activities and future steps for the implementation of the commitments were reviewed at the meeting, with an emphasis on improving existing transparency tools.

A special agreement was reached to finalize and expand the concessions module within the Electronic Public Procurement System (EPPS), which will also enable the publication of concluded public-private partnership agreements. With this, the public will have direct and easy access to all relevant information, which is a significant step towards increased openness and accountability.

The Ministry continues with active policies to promote good governance and transparency in order to strengthen the trust of the citizens and the business community in institutions.
