Announcement published: Inverter air conditioners for vulnerable families – Ministry of Energy allocates 170 million denars to fight energy poverty

The Ministry of energy, mining and mineral resources has announced a measure that directly targets the most sensitive segment of the population – vulnerable energy consumers. With a public announcement that has come into force, the Ministry begins the distribution of energy-efficient inverter air conditioners for 2025, which will improve the quality of life and reduce energy costs of thousands Macedonian homes.

The measure is implemented in accordance with the Program for Amendments to the Program for the Protection of Vulnerable Energy Consumers for 2025 (“Official Gazette of the Republic of Macedonia” No. 161/25). According to the public announcement for support to households that fall into the category of vulnerable energy consumers, in order to promote energy efficiency and improve the quality of life, households that meet the conditions will be entitled to a purchased and installed inverter air conditioner with a power of 3.5 kW and an energy class of at least A+. These devices not only save electricity, but also provide high efficiency for heating and cooling – exactly where it is needed most.

The application deadline is 60 days from the date of publication of the announcement in a daily newspaper. More information as well as the necessary application forms are published on the Ministry’s website: www.energy.gov.mk .

Below is the full text of the public announcement in order to properly inform citizens about the conditions and deadlines.

PUBLIC ANNOUNCEMENT

for support to households that fall under the category of vulnerable energy consumers for 2025, by granting the right to a purchased and installed inverter air conditioner

1. In order to ensure the protection of vulnerable energy consumers, in accordance with the Program for Amendments to the Program for the protection of vulnerable energy consumers for 2025 ("Official Gazette of the Republic of North Macedonia" No. 161/25) (hereinafter referred to as the Program), the Ministry of energy, mining and mineral resources (hereinafter referred to as: the Ministry) grants the right to a purchased and installed inverter air conditioner to a household:

1.1. Which is in a state of energy poverty (hereinafter referred to as low-income households), due to lack of access to basic energy services that provide acceptable standards of living and health, including adequate heating, hot water, cooling, lighting and energy to power household appliances, inability to implement energy efficiency measures due to low income, or the high share of energy costs in the total household income in accordance with Article 10 paragraph (1) item 1 of the Energy Law and whose total net income, subject to taxation on a monthly basis, in 2024 did not exceed the amount of:

25,000 denars for a single-member household,

31,000 denars for a two-member household,

37,000 denars for a three-member household and

43,000 denars for a household with four or more members.

1.2. In which the only income comes from a pension beneficiary whose amount is lower than the amount of the average pension in accordance with the law, in accordance with Article 10 paragraph (1) item 5 of the Energy Law, and whose total net income, subject to taxation on a monthly basis, in 2024 did not exceed the amount of:

15,700 denars for a single-member household,

19,800 denars for a household with two members and

23,700 denars for a household with three or more members.

Households from the categories in items 1.1. and 1.2. of this announcement acquire the right to a purchased and installed inverter air conditioner with a power of 3.5 kW that has at least energy class A+, as a measure to improve energy efficiency.

1.3. The Ministry shall grant the right to a purchased and installed inverter air conditioner through the selection of applications received from households for each of the categories listed in points 1.1 and 1.2 of this announcement, until the funds provided under the program are exhausted, as follows:

1.3.1. 120,000,000 denars of the funds provided will be used to encourage energy efficiency in low-income households, as follows:

35,000,000 denars for a single-member household,

30,000,000 denars for a two-member household,

30,000,000 denars for a three-member household and

25,000,000 denars for a household with four or more members.

1.3.2. 50,000,000.00 denars of the planned funds will be used to encourage energy efficiency in households where the only income is from a pension beneficiary, as follows:

 

20,000,000 denars for a single-member household,

20,000,000 denars for a household with two members,

10,000,000 denars for a household with three or more members.

1.4. According to the program, vulnerable energy consumers, who, in the past 5 calendar years from the date of publication of this announcement, have used a subsidy or the right to a refund for the purchase of highly efficient inverter air conditioners and/or pellet stoves from any source and if the residential building in which the household lives has a connection to the heat energy distribution system, cannot acquire the right to a purchased and installed inverter air conditioner from this announcement.

The application deadline for this public announcement is 60 days from the date of publication of the public announcement in a daily newspaper.

 

2. Application for acquiring the right to a purchased and installed inverter air conditioner

 

2.1 The right to participate in this public announcement have the households from points 1.1. and 1.2. of this public announcement that will submit a Form for the right to a purchased and installed inverter air conditioner. The request for the right to a purchased and installed inverter air conditioner is submitted on a completed form, as follows:

 

·         For low-income households, request Form 1, which can be taken in the archives of the Ministry of energy, mining and mineral resources or obtained through the Ministry's website: www.energy.gov.mk.

·         For households in which the only income comes from a pension recipient, request Form 2 can be taken in the archives of the Ministry of energy, mining and mineral resources or obtained through the Ministry's website: www.energy.gov.mk.

2.2 With the application for the right to a purchased and installed inverter air conditioner, the applicant-household with low income and the applicant-household in which the only income comes from a pension beneficiary must submit the following documents to the Ministry:

 

1.A statement certified by a notary confirming that all the documentation attached to the application is accurate and reliable, as well as his/her consent to conduct monitoring (the form of the statement can be downloaded from the Ministry's archive or provided via the Ministry's website: www.energy.gov.mk),

2.A photocopy of the applicant's ID card,

3.A photocopy of the applicant's household members’ documents (ID card for adults, birth certificate for minors, marriage certificate, divorce certificate or death certificate for a household member) and

4.A photocopy of the last electricity bill for 2025.

 

3. Procedure for acquiring the right to a purchased and installed inverter air conditioner

 

3.1 The request for acquiring the right to a purchased and installed inverter air conditioner, together with the necessary documentation, shall be submitted by the applicants by mail or in person in a CLOSED ENVELOPE to the Ministry of energy, mining and mineral resources at the address "Makedonija Street, number 27, 1000 Skopje, with the indication - PUBLIC ANNOUNCEMENT FOR SUPPORT OF HOUSEHOLDS THAT FALL INTO THE CATEGORY OF VULNERABLE ENERGY CONSUMERS FOR 2025, THROUGH GRANTING THE RIGHT TO A PURCHASED AND INSTALLED INVERTER AIR CONDITIONER, NAME AND SURNAME AND ADDRESS OF THE APPLICANT AND MANDATORY INDICATION - FOR HOUSEHOLDS WITH LOW INCOME (single-member household, household with two members, a household with three members and a household with four or more members).

3.2 The request for acquiring the right to a purchased and installed inverter air conditioner, together with the necessary documentation, shall be submitted by mail or in person in a CLOSED ENVELOPE to the Ministry of energy, mining and mineral resources at the address "Makedonija Street, number 27, 1000 Skopje, with the indication - PUBLIC ANNOUNCEMENT FOR SUPPORT OF HOUSEHOLDS THAT FALL INTO THE CATEGORY OF VULNERABLE ENERGY CONSUMERS FOR 2025, THROUGH GRANTING THE RIGHT TO A PURCHASED AND INSTALLED INVERTER AIR CONDITIONER, NAME AND SURNAME AND ADDRESS OF THE APPLICANT AND MANDATORY INDICATION - FOR HOUSEHOLDS IN WHICH THE SINGLE INCOME COMES FROM A BENEFICIARY OF A PENSION (single-member household, two-member household, three-member household and more members).

 

3.3 Applicants should submit a proper and complete application with all necessary documents. If the submitted application is irregular and incomplete, the Commission will contact the applicant and request that they complete the application within 8 days.

3.4 One person can submit only one application for one household.

NOTE: The Ministry, ex officio, through the Public Revenue Office, will check the total net income that is subject to taxation on a monthly basis in accordance with the Law on Personal Income Tax of household members in 2024, through the heat energy suppliers on the territory of the City of Skopje, will check whether the household for which the applicant applied has a connection to the heat energy distribution system and through the competent institutions for the remaining conditions of this announcement.

 

4. Method of exercising the right to a purchased and installed inverter air conditioner

 

4.1 For the implementation of the activities for implementation of the Public Announcement of the program, the Minister forms two committees consisting of three members and their deputies from among the employees of the Ministry.

4.2 The Commissions review the received applications submitted by the last day of the public announcement, together with the required documentation, and determine the exact number of received, correct and complete applications. In accordance with the signed memorandum of cooperation, the Commissions shall request from the Public Revenue Office whether the household member or members meet the requirements for the total net income that is subject to taxation in accordance with the Law on Personal Income Tax of Household Members in 2024.

4.3 Persons who have submitted an application but do not have correct and complete documentation or who, upon request of the Commissions, do not correct or complete the submitted documentation within the stipulated deadline, will not be entitled to a purchased and installed inverter air conditioner.

4.4 Persons who have submitted an application, and who in the past 5 calendar years from the date of publication of this announcement, have used a subsidy or the right to a refund of funds for the purchase of highly efficient inverter air conditioners and/or pellet stoves from any source and if the residential building in which the household lives has a connection to the heat energy distribution system, will not acquire the right to a purchased and installed inverter air conditioner.

4.5 The commissions for persons who have submitted proper and complete documentation until the funds from this announcement are exhausted, propose to the minister of energy, mining and mineral resources to adopt a decision on acquiring the right to a purchased and installed inverter air conditioner, while the rest will not acquire the right to a purchased and installed inverter air conditioner.

4.6 The list of persons who have acquired the right to a purchased and installed inverter air conditioner in accordance with the program (hereinafter referred to as beneficiaries of the right to a purchased and installed inverter air conditioner) will be published on the website of the Ministry, and the decisions adopted in electronic form will be submitted to the applicants at the email address specified in the application or may be collected in person from the Ministry's archive.

4.7 The list of persons who will not acquire the right to a purchased and installed inverter air conditioner due to the exhaustion of the funds provided for in this public announcement, and on the basis of low income, shall be published on the website of the Ministry.

4.8 The list of persons who have not acquired the right to a purchased and installed inverter air conditioner, on the basis of incomplete and irregular documentation, will be published on the website of the Ministry.

4.9 The Ministry will conduct a procedure for the implementation and monitoring of this public announcement, which will include the procurement and installation of inverter air conditioners in accordance with the Law on Public Procurement. If the beneficiary of the right to a purchased and installed inverter air conditioner has an existing air conditioner in his home in whose place he wants to install the received inverter air conditioner, the procedure for dismantling the existing air conditioner and the costs for it are at the expense of the beneficiary of the right.

4.10 The Ministry will publish on its website detailed information on the method of installation of inverter air conditioners and the method in which monitoring will be carried out over the realization of the acquired right to a purchased and installed inverter air conditioner.

 

4.11 The Ministry reserves the right to conduct monitoring in the residential buildings of the beneficiaries who have acquired the right to a purchased and installed inverter air conditioner under this public announcement.

4.12 If, after the monitoring carried out by the Ministry, irregularities or a factual situation contrary to the conditions provided for by the Program and this public announcement are determined, the Minister shall issue a decision revoking the decision for acquiring the right to a purchased and installed inverter air conditioner.
